This was originally sold as a bicycling poncho (cape) and may still be. It's shaped/tapered to not blow around when cycling. It has "thumb loops" on the inside. You hook your thumbs or hands through these loops as you put your hands on the handlebars to allow you to hold it in place when cycling in wind. I did some research on bicycling-specific ponchos (often called capes). This seemed like the best value purchase.
One strange thing is that they send you a random color; there's no choosing. I gave away the 1st one I received away because it wasn't a color I wanted to wear. If the 2nd one that shipped was bad as well, I probably would have resold it and tried a 3rd time.
Update: I love this thing. I keep it in a pannier and pull it out occasionally. It's quicker to get on and off than rain pants and a jacket. It's a $15 insurance policy against getting wet.
When it's raining hard my glasses and ankles (when I don't wear boots) get wet, but the rest of me stays dry. I'm 5'11 180 pounds and it does fit snugly around my granny bike saddle and handle bars - so that it doesn't blow around. It's a little scary on the 1st few rides because you can't see what's going on below you and it's snugly around your arms; but I got used to that.
I added some cord to the zipper pull tab so I could easier zip up the front. When I'm parked, the hood often gets synched down over my leather saddle so the seat doesn't get wet.

I agree with the reviewer who said that this poncho isn't much use for biking (or anything else) because of the size. You have to hike it way up to be able to move at all. Might fit a kid. But then the hood falling over her eyes is going to be impossible to adjust.
